Why the EPA's Combined Rating Lies About Your Daily Drive

The EPA's combined MPG figure blends city and highway at a fixed 55/45 split that almost no driver matches exactly. Here's what that gap actually costs — and how to measure what your car really burns.

The combined MPG on the window sticker is a weighted average: 55% city, 45% highway. That split comes from the EPA's test protocol, not from your commute. If your actual driving skews heavier on the highway — or heavier in stop-and-go traffic — the number printed on the sticker can overstate or understate what you'll actually burn by a meaningful margin. How the EPA Arrives at the Combined Number

The EPA uses two core laboratory cycles to generate the city and highway figures you see on the Monroney label. The city cycle (FTP-75) runs 11.04 miles at an average of 21.2 mph with 23 stops. The highway cycle (HWFET) runs 10.26 miles at an average of 48.3 mph with no stops. Those two results are then blended: combined MPG = 1 ÷ (0.55 ÷ city MPG + 0.45 ÷ highway MPG).

The division is harmonic, not arithmetic, because fuel consumption is linear in gallons-per-mile, not miles-per-gallon. That matters when the two figures are far apart — a car rated 20 city / 30 highway has a combined of 24.0 MPG by the harmonic formula, not 25.0 by simple averaging.

Since 2008, the EPA has applied five correction factors to bring lab results closer to real-world driving: high speed, air conditioning, cold temperature, aggressive acceleration, and quick warm-up. According to the EPA, these adjustments reduced the historical lab-to-road gap from roughly 15–20% down to about 5% on average. "On average" is doing a lot of work in that sentence.

The 55/45 Split Is the Core Mismatch

The 55/45 weighting is a national fleet assumption, not a measurement of your driving. The Federal Highway Administration's traffic data shows that urban and rural driving shares vary sharply by geography and trip purpose. A driver who commutes 40 miles each way on an interstate is running something closer to 80–90% highway. A driver circling a dense city in traffic may be 80–90% city. Neither matches 55/45.

The practical effect:

  • Highway-heavy driver. A car rated 28 city / 38 highway has a combined of 32.4 MPG at 55/45. At 90% highway / 10% city the real blend is 1 ÷ (0.10 ÷ 28 + 0.90 ÷ 38) = 36.8 MPG. At $3.50/gal and 15,000 miles a year (illustrative), that's 408 gallons vs. 457 gallons — a $172 annual difference from the sticker alone.
  • City-heavy driver. The same car at 90% city / 10% highway blends to 1 ÷ (0.90 ÷ 28 + 0.10 ÷ 38) = 28.9 MPG. That's 519 gallons vs. 457 gallons — $216 more per year than the sticker implies.

Neither driver is doing anything wrong. The sticker is just answering a different question than the one they're asking.

A Fully Worked Example

Say your car is EPA-rated 26 city / 34 highway, combined 29.5 MPG. You drive mostly suburban surface streets — call it 70% city, 30% highway.

Your blended rate: 1 ÷ (0.70 ÷ 26 + 0.30 ÷ 34) = 1 ÷ (0.02692 + 0.00882) = 1 ÷ 0.03574 = 27.98 MPG

At $3.50/gal and 12,000 miles per year (illustrative): 12,000 ÷ 27.98 = 428.9 gallons × $3.50 = $1,501/year

The sticker's 29.5 MPG implies: 12,000 ÷ 29.5 = 406.8 gallons × $3.50 = $1,424/year

Difference: $77/year — not catastrophic, but real, and it compounds over a five-year hold.

Four Ways the Gap Gets Bigger Than the Formula Suggests

1. Cold starts eat city MPG disproportionately

The EPA's cold-temperature correction applies a fixed adjustment, but a short trip — under five miles — means the engine never fully warms up. Fuel enrichment during warm-up can cut effective MPG by 15–25% on those trips. If your commute is a series of short hops, your real city figure may be several MPG below the tested city number, not just below the combined.

2. Air conditioning load isn't fully captured

The EPA's AC correction is based on a standardized ambient temperature cycle. If you live somewhere that requires AC for six months at high load — or heat for four months — the correction undershoots your actual penalty. Consumer Reports has documented real-world AC losses of 3–5 MPG on smaller engines.

3. Fuel quality and ethanol content vary

E10 (10% ethanol) is the national standard blend, and the EPA tests on it. But E15 is now widely available and contains more ethanol, which has lower energy density than gasoline. The DOE's Alternative Fuels Data Center notes that E85 reduces MPG by roughly 15–27% versus gasoline. E15 produces a smaller but real reduction — roughly 1–2 MPG on most cars — that the sticker doesn't reflect.

4. Tire pressure and load

The test is run at specified tire pressures with no cargo. Under-inflated tires increase rolling resistance; a 10 PSI drop from spec can reduce fuel economy by roughly 0.2% per PSI according to fueleconomy.gov — that's about 2% total, or roughly 0.6 MPG on a 30 MPG car. Add passengers and cargo and the highway figure drops further.

The Gap Is Often Smaller Than It Looks — If Conditions Match

The EPA's post-2008 methodology is genuinely better than the pre-2008 numbers that gave the agency a reputation for optimism. If you drive at moderate speeds, in mild temperatures, with properly inflated tires, and on E10, many drivers find their real-world MPG within 2–4% of the combined figure. The sticker isn't a lie so much as an answer to a specific, controlled question. The question just doesn't match most people's driveways.

The honest path is to measure. Fill up, reset the trip odometer, drive a normal week, fill up again, and divide miles by gallons. Do that three or four times to average out variability. Does the EPA combined rating account for ethanol in the fuel?

The test protocol uses E10, which is the standard pump blend in most of the United States. If you regularly use E15 or E85, your real-world MPG will be lower than the sticker because ethanol contains less energy per gallon than pure gasoline. The sticker does not carry a separate E15 rating.

How many fill-ups do I need to get a reliable real-world MPG figure?

One fill-up is noisy — pump shutoff timing, how full the previous fill was, and short-trip variation all introduce error. Three to five consecutive fill-up cycles, driven under your normal conditions, will average out most of that noise and give you a figure worth comparing to the EPA number.

Does a lower real-world MPG mean something is wrong with my car?

Not necessarily. A gap of 2–5% below the combined rating is common and expected given driving conditions, temperature, and load. A gap of 10% or more that persists across multiple fill-ups — especially if it has widened over time — can indicate a maintenance issue worth investigating: tire pressure, air filter, oxygen sensor, or fuel injector condition.
